Granular Tap & Pay controls for Unaffiliated Clubs

I want to be able to disable Tap & Pay specifically for unaffiliated clubs, similar to how I can toggle Memberships, Events, and Merchandise. This is important because we want to prevent unaffiliated clubs from conducting sales through Tap & Pay directly. Currently, it's a global setting, and we need more control to manage compliance and financial risks.
